The MELPe - Enhanced Mixed-Excitation Linear Predictive (MELP) vocoder, known as military standard MIL-STD-3005 and NATO STANAG 4591, is a triple-rate low rate coder that operates at 2400, 1200 and 600 bps. Highly efficient MELPe is also provided for Android, and requires only about 3-5% of the CPU on present ARM processors. Thanks for its extremely low bit-rate and robustness to channel conditions, MELPe is an excellent choice for mobile voice application.
