A Verizon mobile phone equipped with the Verizon Location Agent (VLA) client supports requests for the location of the mobile phone from web applications to which the user grants explicit permission in advance. The web applications must request the location of the Verizon mobile phone via Verizon Network APIs. Please visit the Network APIs web page on the Verizon Developer Community (VDC) website at http://developer.verizon.com/content/vdc/en/verizon-tools-apis/verizon_apis/network-api.html for more information on Verizon Network APIs. The VLA is not a self-locating application, i.e., installing or manually launching the VLA does not start location determination. The VLA responds to requests for location via Verizon Network APIs from web applications that are duly authorized by the user. Location requests from web applications may consist of one-time location requests, periodic location requests or geographic location requests, i.e., based on entering or leaving a predefined area. Really? This app is used primarily to give location and other information to assist the Federal Bureau of Investigation to pinpoint locations of various individuals under investigation. It also is only legal via loophole by using random (convenient) phones to do this. They let us pay for service then use phones location to do their work. Its a terrible app its annoying and absolutely does have a profound effect on battery life and negative phone software/hardware function.

There is a purpose For those of you that don't know (And that seems like everyone who has rated this app.) This app actually does have a purpose and as long as you have the latest update you won't see any noticeable difference in battery. It actually helps find cell tower locations that are close to you. It helps with accurate signal strength.
