Here is how I fixed the issue with the app not connecting to the scooter. After installing the app go setting on your phone, go to manage app permissions, enable location, and all the ones related to Bluetooth. Then I was able to connect without an issue and it works perfectly.

Press and hold down brake, throttle and power button for about 3sec until it beeps, and it resets your scooter, and you'll be able to connect the app

1 star until they bring back the 11k firmware. Don't buy their scooter until they fix this!

Updated and scooter is now slower!! As directed by aovo support I updated the scooter. It now only goes 19mph. Before update, it went 28mph. Do not update the scooter past B-01.0.11k, or it will slow it down. 1 star until the 28mph firmware is added back!!!!!!!!!

Doesn't connect to scooter. Pretty pointless considering the price of it. Can't select firmware update so that's out, too.
