A neighbor is anyone you're connected within a community, and a community is not just someone who lives nearby, it could be your Football Team, Medical Majors, Apartment Community, Pickleball Club, Dance Community, whatever..
Step #1 Create a Hangout Request that your 'neighbors' can see.
Step #2 Some neighbors upvote on the Hangout Request, most popular ones get propagated to the top of the list.
Step #3 Some neighbors who likes organizing things, takes one of the most popular Hangout Requests, and creates an actual Hangout Event out of it, knowing that a bunch of people will attend, because people really liked the idea.
Result?
No one got rejected from asking people to hangout, and event organizers didn't have to figure out what people wanted to do, it all happened organically!

The Problem
If you knocked on a neighbors door 50 years ago, they might invite you in, ask if you want some cake or tea, ask how your day has been.. But if you knocked on someone's door today, you might see a gun!

And if you consider what this means, is says that these companies measure success for their apps based on how much they can keep a user on the app, looking at ad's, because the more they look, the more ad-revenue. And hence as a company you would be incentivized to create features that would try to satisfy that success criteria. But then if you changed this success criteria, and you said instead "how much can we keep people off their phones, interacting with each other offline"? Then you would try to create functionality that would try to satisfy a different goal.
