Great app for emergency services replaces my paging needs

The notifications from the app ignore all phone settings and blare like government emergency alerts. Even with notifications, sounds, and vibration for the app disabled, along with my phone on silent, this app STILL sends full volume alerts. It also hijacks volume controls, and if any other apps (like a music player or video) are running their output is also set to max volume. This is dangerous and a hazard. With headphones in these risks causing deafness. Fix this.
