Pathetic and No Refund Policy sucks, The BMRCL is more than a decade behind DMRC as It's slow and Metro interval is more than what the app actually says. Also, as you buy the card they don't feel necessary to tell you that the amount in the card is non-refundable and non-transferable you simply can not get your money back if you chose to leave the city.
