This is a telnet server without root permission, also it can change your adb debug connection from USB cable to network/WiFi(for example: adb connect IPAddress).
If you install it on Android 3.1 or greater, please do run this app at least once after installation or update, then the Telnetd auto boot service can be registered to the Android system.

In some platforms, maybe you should root your device first then turn on Rooting Adb option in the app setting page to make adb via network work. You can try Superuser and Z4Root to root your device.

★★★★★ Excellent tool for remote management This app is an excellent tool for remote management of your Android device from a place where you have a decent keyboard, if you are familiar with the use of a Linux shell. The best part is that it comes with the entire Busy Box command set, even if that isn't on your system already, and all of that without requiring root.

★★★★★ I've found that I need to leave the screen on in order for this to work on the host. This app needs to be able to allow the user to start in a particular directory and to automatically run a start-up script when a telnet connection is made. My Wi-Fi does not sleep. I'm having a problem with the connection being lost when the device running the telnet client goes to sleep which could easily be a problem with the client side. I'm using the Terminus app on another device to provide the client.
