Exactly what I was looking for. The lowest volume setting was still too high. This app divides that last setting by ten. Perfect

Works well to fine tune lowering the volume, but if you move the slider in the positive side, it doesn't increase the volume, just makes the sound balance wonky. Also, the notification bar is useless, you can't actually control the volume from the notification, it just gives you an option to open the app. Notification showed even though I had those options turned off, had to block the notification in phone settings. UPDATE: Unreliable, then stopped working. Uninstalled.

Not worth it wanted an app to increase the number of volume increments on the phone to listen to music at a lower volume. This app does that by altering the tone of the music and taking out treble and making it sound terrible. Try sliding the "extra" volume bar back and forth, and it will be evident. Not good
