The rule is simple: only an arrow on the outer edge whose path forward is NOT blocked by another tile can be tapped. Tap it and the arrow slides straight off the screen and disappears. Clear every single tile from the table to beat the level. As stages progress, piles grow taller and tighter — you'll need to spot which arrows are free to move and choose your order wisely to avoid getting stuck. Later levels add locked tiles and direction-flipping arrows for extra variety.
