Not an offline app. When attempting to play offline, an error message stating "error, can't restore your purchases". 1: The app is already purchased with no other content to buy (yet supposedly). 2. An offline app doesn't need to constantly check to verify purchases, requiring a constant online connection. 3. Because of necessity to verify purchases and subsequent failure to do so due to playing offline, any future content or dlc will not load into play, and you're stuck playing base game IMHO.
