2 stars because of the concept, but game is in a completely unplayable state, at the end you always fail CO2 Emission targets because of energy transition that you as the player have no control over. Also no matter what you do electric vehicle modal share skyrockets, despite implementing all the policies to make car driving as miserable as possible. It also bothers me that the only control I have over public transport is fares, I would love to be able to actually make it better.
