You first sign up and create your eJijiPay Wallet. Your eJijiPay Wallet will be a virtual 'wallet' that you will be using to pay your County Bills with. You then credit your wallet with funds from Your VISA Card, MasterCard, MPESA, Airtel Money or Orange Money through the web portal and you are good to go.
