Gets it done with less than 3 MB memory. Configurable notification icon. Request - please change icon font to regular rather than bold (better to scale font weight rather than its size). Also, configuring color is more useful than adding meaningless circles around number.

Apart from the useful permanent notification of net speed in status bar there is also a permanent notification of net speed in the "pull down notification list". I only needed a permanent notification of net speed in the status bar. There is no option to turn off or hide the permanent notification of net speed in the "pull down notification list".
