(Updated) The answer from the developer clarified how to get the functionality I want. (It doesn't work correctly on my moto g7 power with Android 9. All I want is to create a rule to switch to vibrate at a certain time. The rule kicks in, but it can only ADD vibrate if it's not on and lower the volume. This may be a bug, as the rule is set up to turn off all sounds. In any case, this should be a single switch in the ui, just like manually switching to vibrate through the volume rocker.)

With this app you can map out when your phone is silent and have it turn sound on and off without you doing anything. This is a great app. I am using latest android operating system on Samsung Note 10+ and wanted a way to have ringtones change to a "silent" sounding ringtone and notification during certain hours overnight. This does it. Then during other hours of the day I can change the sounds for ringtones and also notifications as well as the sound levels and also vibrate. I am using my same one ringtone, but you could mix it up. This way can "hear" contacts with "non-silent" ring and notification.

I have the new Revel 5G from T-Mobile and no matter how I set the event it does not change the sound settings on the phone unless I run the event manually.
