Description
The Office of Child Care’s (OCC) 2025 Child Care and Development Fund (CCDF) State and Territory Administrators Meeting (STAM 2025) will focus on leading and implementing the CCDF program. The keynote speaker will be Deputy Assistant Secretary for Early Childhood Development, Dr. Laurie Todd-Smith, who will share about the Administration’s vision and priorities. STAM 2025 will be an in-person meeting, but it will offer some limited virtual participation options as well.
Meeting Schedule
Full STAM 2025 proceedings will begin at 9:00 a.m. (EDT) on Tuesday, July 22nd, and will conclude by 5:00 p.m. (EDT) on Thursday, July 24th. There will be meeting and engagement opportunities for all participants on all three meeting days.
Tuesday, July 22nd, will focus on Federal updates and discussions among OCC leaders, CCDF administrators, lead agency staff members, and other partners from states and territories. Wednesday, July 23rd and Thursday, July 24th, will include a mix of plenary sessions, breakouts, and a significant amount of time dedicated to peer-to-peer discussions.
On Friday, July 25th, OCC will host a half-day meeting for territory CCDF administrators and staff members (by invitation only) that will begin at 9:00 a.m. (EDT) and will conclude by 12:00 noon (EDT).
Agenda
STAM 2025 will feature regional meetings, facilitated peer-learning discussions, networking opportunities, presentations by subject-matter experts and technical assistance specialists, federal updates, and an analysis of data and information submitted by lead agencies.
The draft STAM 2025 agenda includes a focus on the following topics:
Parental choice Flexibilities in the CCDF program Supply building and workforce expansion Health, safety, and innovations in quality Fiscal strategies Leadership and administration.
Discussions around these topics will include both information about new and clarified policies, as well as extensive consideration of implementation strategies related to each policy. Preliminary breakout session plans for STAM include elements such as: 1) explanation and clarification of policies; 2) discussions with and among states about strategies they’ve used in implementation of CCDF policies; 3) sharing of technical assistance tools and resources to support implementation; and 4) exploration of other considerations – including program integrity and coordination with partners across child care systems – relevant to implementation of CCDF policies.
