Samsung Spica i5700 with Android 2.1 CPU frequency fix.
When you turn the camera on, the CPU is set at 800MHz, when this happens this application reverts a cpu governor from ‘performance’ to ‘conservative’ after phone is locked. You can use a widget that when clicked will change the CPU mode immediately.

I "think" it works! Problem is that some CPU-meter apps like CPUspeed or AndroidSystemInfo also switch the CPU to max like the camera(but only for short time). So I still see 800 in their tables.
Works for my Samsung Spica. I tried the "take photo" function in facebook and the CPU governer was changed to performance. I was able to set it back to conservative using this app.

can't really tell if its helping the battery at all. We'll see. It almost seems impossible to underclock without root. Motor droid
