android 5 seems a no go When holding down the button that show which apps are open, they were all still open after pressing 'max kill'

This app doesnt work! When you click "Kill" and immediately after refresh the list they are all still running. Tried repeatedly! Also checked in phone settings they are still active! And no, they didn't restart again because the time they have been running hasn't started over! I dont understand whats the point of releasing an app that doesn't work! I'm sure people check if an app has stopped or not!?
