★★★★★ To have multiplayer on minecraft without wifi you need to open bluetooth tethering on one device (if your device has one) [Settings>More Settings> Tethering and portable Hotspot> bluetooth tethering] and connect to each other. If not, you could use portable wifi hotspot on one device and connect to the other(pls note that this takes a lot of your battery) hope i helped! =)
