I get notifications that there's something new in the app, but when I open the app, it's stale material, it never refreshes to show the latest posts.

Cannot use without creating an account with your name and email address. The only reason to be harvesting this personal data would be to sell it to spammers. Other weather apps do not require users to enter their personal info.
