It worked for me, but on the registration process, I think you must have a Croatian IP address. Otherwise, you will not receive the SMS with the registration code. I tried in Romania, and it didn't work, but in Croatia, with my roaming service active, I got the code. Mostly airports have Wi-Fi, so first thing when you land, make the registration if you want to take a bus and by the ticket with the app.

Ever since I moved to Osier I found this is th the cheapest way to drive around unless you're an unemployed Croatian citizen living in one of three cities this app supports. The only problem I have is I have to approve every transaction I make via another app. If you're living in Osier, Rivera and/or Zadar this is a great app to have. You can also buy 3 tickets in one purchase and will pay less than buying a ticket from driver or public transportation company offices.

Activation works randomly in Rivera city buses. Atm cannot purchase ticket because select boxes are unresponsive.

Impossible to get a sms message with a code to a foreign gsm number during registration. Tried with 2 different numbers from 2 different countries. Not tourist friendly. Uninstalled.

I used this a couple of years ago and it worked. Now it doesn't work at all. App reports network problems and login is impossible. Password recovery not possible. This is abandonware, so I deleted the app, because I have physical card (BuTra).
