Developer country is determined by the country listed on the developer's Google Play account. This reflects where the developer is based, not where their apps are popular or where their downloads come from. A developer based in Germany whose app is a hit in the US is counted under Germany.
Download figures are worldwide totals across all apps published under that developer account. Recent downloads cover the last 30 days. Active developers are those with at least one app currently live on Google Play.
