However, negatively, units of currency for prices should be adjusted to the relevant locale of the device, and synchronization of configuration across devices should be possible – why not create a basic account system or save the configuration into a cloud-service?

Oh my god Did you program the application in such a professional, clean and stylish way and then put ads in it? This application has no value despite the ads and should be deleted. In the worst possible way, you lowered the class of the application below zero with big ads and made it useless. This is a betrayal of your application and nothing else.

Dev is using some dodgy payment service to get you to pay for pro. They won't use IAP. They also link to some extremely dodgy Chinese site telling you to download the app from there instead of Google Play Store. RED FLAG! The developers a Chinese guy.a Chinese guy being dodgy...yeah...what's new.
