Why can't I make purchases when my location settings on Google play are correct. It says location should match, but I haven't changed my country location at all!

Cool but way too big for mobile game. Cannot play without need to download tons of massive maps. Cleared space on my phone, installed the next map needed only for it to block access to old part of map which couldn't redownld. Then need MORE maps to actually play or finish any quests. The new map was just a giant safe zone, too low of a character to interact with anything, nothing to kill, and unable to finish any quests. It was a frustrating disappointment and waste of my time. Massive letdown.
