EU IMMIGRATION SIMULATOR — 2013–2019
In this game, you become President of the European Commission. Your power is persuasion, not command: you propose, you fund, you bargain, and you live with what EU member governments decide. Eighty-four monthly turns, 2013 to 2019. Every decision is yours. None of the outcomes are predictable.
THE COUNCIL IS THE GAME Table a law and it goes to the Council, where it passes only on a qualified majority of member states. Spend political capital to earmark funds, water down the text, whip a bloc, trade a favour, or lean on a holdout—and watch the live tally move state by state. You can pass binding relocation over the objections of the states that refuse it, only to discover how little of it they actually carry out.
EVERY MONTH, A DECISION Set the co-financing rate that keeps national reception systems afloat—leverage, not payroll, because you control barely a tenth of the money. Fund search and rescue, or interdiction, across four Mediterranean and Balkan routes. Build returns capacity that is worthless without a country willing to take people back. Spend on integration where camps are at their worst. A dilemma card arrives whenever the Union is truly under strain, and your cabinet of three advisers never agrees on the answer.
THE SEA KEEPS A LEDGER Routes are not a fixed curve. Suppress one and, three months later, the volume surfaces on another. Patrol hard while withdrawing rescue operations, and the deaths are counted against you. Close every door and the ledger climbs.
THE PARLIAMENT CAN REMOVE YOU Lose the room and a motion of censure is tabled. It carries only on two-thirds of the votes cast AND a majority of all members—the real Article 234 rule—with the chamber shown group by group. Abstention is a stance. You have two months to win it back.
THERE IS NO RIGHT ANSWER The Union judges you on two benches at once: legitimacy with the courts and agencies, and control over whether the system actually works. They carry equal weight, and neither can be maximized at the other's expense. Seal the borders and you lose one; admit everyone without registering them and you lose the other.
MEASURED AGAINST THE RECORD Eleven distinct endings ranging from a second mandate to a Union that stopped deciding anything. Then an epilogue sets your final key figures—deaths at sea, relocations, Schengen integrity.
CHOOSE YOUR MANDATE Play on Normal or Hard, where every pressure runs hotter while the standard for success stays fixed. Make two promises at your investiture—no one drowns, borders stay open, the fund will not fail, control secured—each a day-one advantage and a final judgment in 2019.
