Local TTS is an offline text to speech app that reads your notes, PDFs and EPUB books aloud with natural voices in 26 languages. Voices run on your phone after a one-time download, so listening works with no internet and no account. It's light too: about 60 MB to start, and it runs on older phones with 2 GB RAM.

GOOD TO KNOW
• PDFs need a text layer. Image-only PDFs can't be imported.
• Where no offline voice pack exists, the app can use your phone's own voices.
