It opens developer settings (if it is activated already) and nothing else. It does not directly open USB settings.

This app is very frustrating because every time you open it, it only allows enabling USB tethering through developer options by tapping on USB configuration, but it doesn't activate USB tethering even if there's a USB cable connected.
