From the page, this app looked dodgy. Low downloads and few reviews. It isn't dodgy. This is the real permit app for parking at universities. As for the app itself, it's fine I guess.

Installed the app, had only an option to sign in and not to sign up. 0/10 user experience, had to google the issue to find any form of link to sign up. Use this app only if absolutely necessary and never otherwise. Would not recommend.
