Typical Oxnard fashion. Based on the comments, app doesn't work with newer phones. They never respond to anything on the app anyway. On a side note, looks like the Accela 311 apps don't work either. Update: after a few uninstallation re-installs it seems to work now.

It doesn't always upload pics and only 1 when it does. Now it just buffers. It's gotten worse. Now it just buffers. Terrible app.

I have removed and reinstalled the app several times, and it won't open on multiple phones. Please fix as the city is constantly referring residents to submit requests through the app and is pointless of having an app that won't even open.
