Downloaded and uninstalled three times now and app does not work. It won't even open. What's up w/this??

Awful website and an even worse app. Haven't even gotten to use my insurance yet, and it's April because I've been having so many problems with absolutely all of their services especially paying for my insurance. It doesn't want to ever load online, and you can't get ahold of anyone on the phone either. How am I supposed to pay if none of the payment portals have even worked this whole time and the option to make it an automatic payment doesn't work either?
