If you buy onsite, and they give you paper tickets which they scanned as they printed the app is unusable. They will not let you add your ticket to the app once scanned. Without the app you have zero insight into when and where buses are for hopping back on. The "live" map on their website only tells you departure times from first stop. And you have to dig out your 3 ft of paper receipt every time you get on. Makes for a very poor experience.

This tour operator is dreadful. There is no Wi-Fi on the buses, no air-conditioning downstairs, the audio commentary is not synchronized with where you are driving. It sometimes loops and plays the same commentary 3 times. Nothing starts on time, on average there is about a 20 min delay to everything. The skyline tour is not as long as advertised (65 min not 90 min) the Statue of Liberty tour is 45 min not 75 min. The condition of the boat is very tacky, the bar is horrendously over-priced. Worst experience, their buses donot go to the tourist spots mentioned, they have included seasonal tickets and importa.t attractions you will not get tickets, one bus if u miss ul have to wait for 1hr for next one, horrible experience...!
